Over 5,000 prisoners in Illinois will spend the rest of their lives in prison, either because they have life sentences or because their sentences are so long, they will never get out of prison alive. In our tough-on-crime culture, these may seem like logical sentences, but the reality suggests that such long sentences are not sensible. Our current system warehouses long-term prisoners in maximum-security prisons where there are no programs - educational or otherwise, limited access to jobs and where prisoners are in their cells 23 hours a day. The resrtictive nature of these warehouses makes prisons less safe for prison staff and prisoners, and ultimately has an impact on public safety as well. Citizens for Earned (CER) is a group of concerned citizens who believe Illinois should establish a system of earned release. In 1978, Illinois abolished parole. Today, people who are convicted of felony offenses and sentenced to prison terms have no hope of earned release from prison. Even if they rehabilitate themselves, are no longer a threat to public safety and are costing the state millions of dollars for continued incarceration, Illinois still does not provide them with a mechanism for earning back their freedom.
CER believes prisoners should be encouraged to rehabilitate themselves and participate in programs which may aid in their rehabilitation. This makes prisons safer for prisoners and staff, and has a direct effect on public safety. People who have demonstrated their capacity for change and who no longer threaten public safety deserve a chance at earning back freedom.
